The first part of this circuit is differential amplification, double-ended input to single-ended output, with high common mode rejection capability. The second part raises the amplified signal level by 1.5 volts.

Yes, your analysis is very correct, the output voltage of Vout2 is 1.5v, but I have never wanted to understand how this 1.5v is calculated. Your answer makes me suddenly cheerful, thank you very much!
